I don't see that it is change in pressure doing this. When you say "blow a headlight bulb", I assume you mean the bulb stops giving light. Or do you mean that the bulb explodes (or implode)? The inside of the bulb is near vacuum but would expect the glass/plastic casing is strong enough to withstand the change in air pressure between Denver and the 10,000ft level and vice versa. I do not see a great value in drilling a hole in back of headlamp assembly. The lens is not really sealed - since you can take the bulb out and leave a big opening. The bulb does not provide a perfect seal in place so I would expect air can leak through the bulb opening to equalize pressure. And drilling a hole would facilitate moisture getting into the lamp assembly and condensing out on the inside.
