If you are going to use a wysiwyg editor, then i would go for Macromedia Dreamweaver... and adobe photoshop 6 for the graphics stuff (they've added the slicing functionality in 6, so don't bother with earlier versions).
I must admit though, that i find I only use an editor for doing the inital complex table layouts - then its notepad all the way!
I would steer well away from Frontpage... mainly because it tries to make things too easy - and when you try and do stuff 'beyond the conventional' it actually makes it harder as it's forever changing your code!
