One of the big name magazines did a test a couple of years afterABS was on most vehicles. Here is my memory of the results with a "professional" test driver, one that regularly pushes the limits of vehicles.

Dry roads/straight line braking: non-ABS stoppped faster. Because the "expert" could modilate the brakes better/faster than the computer. Maximum grip is generated with about 10% slip, this means that maximum braking occurs when the tires are just starting to skid.

Snow/ice: ABS no question!

Gravel: non-ABS. Why? The gravel would from a wedge in front of the tires thus forcing the locked-up tires to push more material to get past.

Any condition where you want to turn to avoid the collision: ABS ALL THE WAY!!!!!!!!!

The down side to ABS is that it is set-up for a certain number of parameters such as tire grip and so forth. Also, the legal issues are such that the designers/engineers error on the conservative side which means the ABS will usually activate before the tires are actually at the jagged edge of grip/slide. Especially if the car is 5-10 years old and you have the latest gumball tires!
