the 16G wheel is bareley bigger then the 15T wheel there are actually like 3 16G wheels the largest of which is actually about the same size as an 18G so we dont really know what you have or if its used what condition it is in ?
just do the 18G I promise you wont regret it :-)
I would bareley clip the turbine with a 6cm housing as to keep efficiency up on the turbine side, this will minimize the increase of lag while freeing up flow on the exhaust side
