Do you have a voltage clamp on the AMM? If you had enough flow and boost the fuel cut would come in. But, that is not really addressing your question.....
You have a situation where you got elevated boost pressure as the IC was restricted. Now that it isn't restricted, the turbo can't keep up. The larger diameter pipes are filling up with charged air, but the stock turbo can't provide enough flow pressure to measure out the same as what you saw before.
In this case, your most important measurement isn't how much boost you are pushing but what your air/fuel ratio is. Matching all that together is what makes power and of course advancing the timing. But, then you probably need water injection.....this just keeps going and going and going until you are broke, the transmission breaks or you go crazy.....:-)
