While the engine may be able to run leaner without pre-detonation, in order for that to actually improve fuel economy one is assuming that the engine is producing the same power with less fuel. This is not a good assumption to make. The engine burns all the fuel in either case. Since the energy output either goes towards propelling the car, heat, or mechanical losses (which are unchanged by fuel and engine management), the only way you can direct more power to propelling the car is reducing excess heat. While injecting water will reduce the temperature in the combustion chamber, I think the majority of heat loss is through the friction in the engine, which you can't change via fuel management. If it actually did improve fuel economy, we would be using it for that - it's not secret or forbidden technology.
