I stepped away for a bit to clear my thoughts and have my problem(s) mostly sussed.
The load side works well. The horns make noise when I remove wires 86 (fused power) and 87 (grounded horns) from the signal relay and bridge those two wires together to complete that load half of the horn circuit.
The line side,...not so well. I have no power at wire 30 (coil +) at that signal relay, and also no grounding of wire 85 (coil -) at that relay when I work the horn switch, so that line side of the horn circuit still has at least two issues.

As a follow up to the wire number question, I an now certain that the wire number on the Sonett V4 schematic for the cable from the starter + post marked as "87" should be 6, and not 61. I have reached that by noting that "61" is frequently used on 95 and 96 electrical plans for the charge indicator lamp. The Sonett also has "61" at the charge indicator and the alternator, so I now presume that identification is correct.
The 95 and 96 have the alternator's battery + cable from the starter listed as cable "85" at both the starter and the alternator ends. So the Sonett, with a cable "6" at the alternator end and a wrong number at the starter end, should probably be "6" at the starter end as well.
or change both ends of that starter to alternator "B+" terminal cable in the Sonett to "85" for consistency with the 95 and 96 models' schematics.
