Sounds like your Dad took good care of it!
One other trick is to do the initial compression check. Then squirt some oil in the spark plug hole, then re-do the compression check. If the compression goes UP, then it's leaking rings- the additional oil provides better sealing of the rings. If it doesn't change, then it's a valve problem.
My experience with V-4's and bad valves, is it's always the exhaust valves that give problems. I can't recall ever having an intake valve problem. But I'm sure it happens. Either way, you have to pull the head. Unless it has to do with the valve train mechanism- the rocker arm, the spring, the push rod, etc.
Which reminds me... with the valve covers off and the spark plugs out, have someone turn the engine over a few times and carefully watch the valve train. Look and see that the cylinder in question is moving like the other three. If that cylinder is different, figure out why. Is it simply adjustment? Is it a bent push rod? Is the valve spring broken?
