Failure modes that include multiple problems in otherwise unrelated
circuits usually are bad grounds. (note, a 'ground fault' is a specific
term for a situation in home wiring where the current is routed to 'earth'
rather than the 'neutral wire.' This can occur when a human becomes part
of the electrical path between the 'hot' wire and the home's plumbing, so
by code electrical outlets in bathrooms are protected through 'ground fault
interrupters', or 'GFI'. These devices break the circuit when the current
flow is unbalanced - more current going out than coming back - as well as
for overload. The term you are looking for is 'faulty ground connection'.)

There is an excellent 99 manual by 'Bentley' which is in reality a licensed
copy of the original factory service manual. You can acquire these from
several sources listed in NINES magazine, such as Trollhatten motors, Garry
Small Saab, and others.

Unless you have a California car, it could not be a CO sensor. From 1975
through 1979, there were '49 state' 99s which lacked a catalyst and CO sensor.

More likely, it's either the warmup regulator (misnamed, since it regulates
fuel pressure both warm and cold) or the cold -start valve/impulse
switch/thermo-time switch system, which acts like a carburetor's
accelerator pump when the engine is cold.
