The "night panel" button, which I guess is only on mid-90's Saabs, is simply a button on the dash that, when activated, turns of all of the instrument lights except for the speedometer. I believe that the gas gauge does light up when there is low gas to warn you while you have the night panel switch on. I believe that the purpose of the night panel button option is to dim all of the lights on the dash that may be distractions at night. I don't have a Saab now, and so I don't know if this is option is helpful for night driving. My friend's Saab has this option, but I noticed that the tach lights also go out, which in a 5 speed is more important (I think) than the speedo as far as critical information goes. Of course, for long hauls on the highway, the speedo takes precedence for me.
