Salutations: Great car the 99 - not the prettiest - but a tractor.. Yes - replace the fuse block (which I think can be fashioned from a older 900 block) and run the harness with your fingers to check for brittle sections.. Check the grommets where they come in contact with panels as they may be grounding there.. As to the sun roof - hit an electrician's store and try to find a narrow gauge rigid wire pull - it should just fit down the drain holes if you clip off off the curled end of the wire pull..
