The 9-3 (prior to the MY2003, anyway) is just the NG900 with some tweaks.
From my understanding, the suspension is better among other things.
Probably would be good to avoid the '99 since it was the first year for
the "9-3", but I bet a 2000-2002 would be a great car. The 2002 9-3 claims
to get 32 or 33 miles per US gallon highway on the manual transmission.
