It's a broken plastic, hollow pushrod.  Happened to me once.  1/2 of the 
seat just wouldn't tilt, while the other 1/2 tilted normally.

I think the mechanism is accessible from underneath the seat.  Certainly 
my indy didn't cut the leather.  And I don't recall the Haynes manual 
advising this either.
