If your car isn't too dirty, remove the tar first, then wash. A couple good products are Stoner Tarminator (available at Pep Boys) and 3M Tar, Wax and Grease Remover (available at most auto parts stores and places like WalMart). The aerosol tar removers work quicker but the liquid ones perform as well. Use lots of clean towels. The sooner you remove the tar, the better.
If there are still micro-specs of tar left over, I'd suggest using a paint detailing clay to remove them and get your paint glassy smooth. If detailing clay is new to you, check out some older threads in this forum. We've talked a lot about clay before. Its very easy to do and amazingly effective. Finish with a coat of your fave wax and you'll be good to go.
