Many things can cause the problem with a 8V CIS system. without proper thorough diagnosis, there is no way to guess which part is causing it. One that isn't is the 02 sensor. 02 sensors must reach a certain temperature before they produce a signal. On a 84 8V, the sensor is not preheated and takes up to 5 minutes to start its signal. There are a couple of modifications on the system, mainly temp sensors for transcient enrichment. Best advice to get it right and pay only for the part you need is to seek out a honest independent familiar with both Saabs and their CIS systems. Often it is only a matter of adjusting and cleaning key parts. But these must be done in a specific order and with special tools and meters. Once properly tuned, they need little further adjustments.
