Notice where the needle points when the car is off? This is atmospheric pressure. Anything to the left is a vacuum, while anything to the right is pressure in excess of atmospheric. If it's in the middle of the gauge at idle i'd say you have a vacuum leak, a bad one. When the turbo kicks in it damned well better go into the yellow, in fact up to the red.
