I had the same problem with my 1995 9000 CS.  I searched the manual and
examined the spoiler for an opening to get at the foglamps.  No luck.  When I
brought the car into the dealership for service they said that a plate on the
bottom of the spoiler has to be removed.  I had them replace the bulbs.  $2.00
for the bulb and $30 in labor.  Perhaps you or a friend are mechanically
inclined.
