Subject: Saab 900 heater problem

Hi all, When I'm driving (highway) with the heater in position 7 o'clock everything is fine. But when I get in city-trafic, the heater gets cold. I have to turn it to 12 o'clock to get any heat. When I get to drive at high speed again I have to turn it to 7 o'clock again, 'cause the air is to hot. When I stop it get's cold again. My coolingwater is filled to max and there are no leaks (I've never had to refill the water yet.) Anybody knows what could be the problem? Thanks! Fred
