On a 85, first thing to check would be the wiring to the APC solenoid, one wire should be 12v with the key on, the other should be ground. There should be no continuity between the wires with the APC ecu disconnected and the wires unplugged from the solenoid (on the radiator) It is common for the wiring insulation to degrade a little ways into the harness and interfer with the signal to the solenoid. Insulating or replacing the wiring takes care of it.
