On the turbo models, there is a vacuum actuated valve known as the APC valve, a.k.a. "Hooter" valve (because of the hooting noise it reportedly produces in one of its most common failure modes). This has, as I recall, three hoses attached to it. The valve itself is around 2 inches in diameter and around the same high. It sells for around $37 (what I paid a year ago) at a Saab dealer, and replacing it is completely straightforward. If its rubber diaphragm is split, as you say, it won't hold vacuum so it won't work properly. Replace it. I suspect that it is this part that your mechanic is calling the "dump" valve (appropriately so, because it is used to "dump" the rapid pressure that would otherwise build up when you lift your foot from the accelerator while the turbo is producing boost).
