I also only get 20 mpg in my '95 turbo, but I tend
to drive at fairly high speed, accellerate quickly,
and occasionally find myself in a lot of stop-and-go
traffic.

I've gotten 25mpg on a pure highway drive at around 80mph
with A/C (since its always on in my model) but no cruise.

My worst ever was 16mpg when I was doing a lot of commuting
into Cambridge.  Bleah.
