Subject: 94-900 Noise When Driving in the Wind

I have a 94-900-4 - 5 speed no turbo that when driving at highway speed makes a sound as if something in the front suspension is loose. It seems more pronounced when driving into the wind versus into a cross wind and does not make the sound at all when the wind is direct behind the car. I purchased the car new and have complained about it every service since I purchased the car, my dealer told me that the noise comes from some sort of an air intake within the engine compartment. The dealer said they put a cover over this intake to stop the noise, needless to say it has not stopped. Does anyone have any idea as to cause / solution. Thanks in Advance
