I've seen two resons for this: 1. The water temperature is important, when the engine is cold it doesnt allow full boost in scase of damage to not warmed up parts. WHere'e th etemperature guage sitting? should be around 1/2 way up. If not then its the thermostat, if temp is OK then its the sensor (dont know where that is) 2. Boost leve is controlled by many things, one is a knock sensor. boost keeps piling on until the engine knocks (pre-detonates) an acoustic sensor on the block between injectors 2 and 3 senses this and backs of the boost until it doesnt knock any more, then re applies boost etc. Could be sensor fault or.... as simple as a noisy water pump affecting the very sensitive sensor.
