Dear Paul, Try unscrewing the Knock detector from the block and running the car with it hanging loose if you get max boost then its picking up some knock or possibly some mechanical noise from somewhere. The adjustment of the actuator arm on the turbo also effects max boost - disconnect the solenoid wires and see if you are getting basic boost ( about half of max boost ) if you are not you will have to shorten the arm by unscrewing the locking nut and turning the shaft to increase the pressure on the spring. I am not sure what the exact basic boost is on a carlson but basicaly if you increase the boost too much by screwing in the rod the over boost switch will cut in and if you back off the boost by lengthening the rod you will not get full boost.
