Your fan switch on the radiator may be going bad, the radiator might be clogged internally with sludge, or you might try a new thermostat. Put a thermometer in the expansion tank and see what temp the fan(s) kick on, and when the top radiator get hot from the t-stat opening. The t-stat should open at 190F (88C) and the fan should come on about the same temp.
