This sounds really weird, but check all of the little ground wires that
attach to the main wire harness that is routed behind the radiator.  This
has happened to every Saab I have owned (total of 4).  I guess the current
draw for the turn signals is high enough that a dirty ground makes them
erratic.  Clean the main battery and engine grounds as long as you are at
it..
