I think you'll find that the problem is likely your thermostat. Most thermostats are 2 position, on (coolant circulates engine, and radiator, and heater) or off (coolant goes round engine and heater only) On Saabs of certain vintages (9k models for certain, and probably 16V 900s too as it's the same engine) they use a 3 position thermostat, as a 2 position, but with an extra position for when the car gets particularly hot whereby the water circulates engine and radiator, but -not- the heater core so as to cool the engine as efficiently as possible. If you've got a 2 position thermostat, when it stats on, the heater gets bypassed and you get cold. Solution is to fit the correct 3 position thermostat.
