Michael, I had an 83 900T 5spd that had a similar problem...After checking all the vaccum lines, the ignition system (wires, plugs, cap and rotor), and replacing the O2 sensor, I found out the vaccum advance module in the distributor was bad. Once that was replaced, all was fine. The low compression in your one cylinder indicates a problem of another nature. It could be a burned valve or head gasket leak.
