According to a PA State Trooper friend of mine, the National Speed Limit is 55 MPH on ALL roads, unless otherwise posted. States can set their own speed limits simply by posting a state speed limit. This is part of the reason that Montana got into the legal stickies over not posting a speed limit. Tim.
