Nichole... That SAAB mechanic better be able to fix your problem fairly quick otherwise I think you have a left over YUGO mechanic. If the 91 has the two fan design like the 86,87... turning the AC on automatically kicks in both fans on momentarily then the AC fan stays on and the cooling fan cycles depending on temperature. common problems are the fan relay (bad or dirty contacts) or the temperature sender ( I'm sure he checked the fuses...).
