I have a 95 9000 and experienced the same frustration in search of instructions in the manual. There aren't any. I had to bring my car into the dealership for bulb replacement. Apparently they need to remove the front spoiler to reach the fog lamp. Great planning. I was charged a half hour labor plus the cost of the bulb. I'm also finding that the fog lamps are burning out after only a few hours of use. All the other bulbs that are easy to replace last a long time. I hope this helps.
