Paul's first suggestion would be my first choice also. Try this, as it's worked for me on two different cars: Remove the APC solenoid (3 vacuum hoses [mark where they go!] and one electrical connection), spray a good spray lubricant/cleaner (WD40, LPS25, or Liquid Wrench) into the solenoid through all three of the vacuum nipples, sling out the excess, and reinstall. It has worked for me. I did it on my '91 and it is still working 95k miles later, and just treated my '95 Aero in the same manner. These things get sticky, but I don't know what causes it.
