Subject: ? about car running a little hot

It seems as if my engine is much cooler when I am driving than when I am going slower and stopping now and then...I have replaced the thermostat and such..The coolant temp level is a little bit past half way when Im cruising along and when m not it gets almost close to High..Its like half a finger nail away from the H...It sort of just started doing this..Its an 88 9000T..I noticed my coolant level is above the MAX line by an inch or two..Would that make a difference??...Also I noticed my fan never comes on anymore..Not the one that blows the hot air from the radiator but the one visbale from in the engine(I thought it stoped comming on becuase I replaced the thermostat and it was runnning cooler)..Is the fan what keeps it cool when Im going around town..It is not hard stop and go driving but it it is invloved...If the level never drops and I replaced the thermostat it should stay cool right?? Please help..I was told its not good to run your car hot...It never gets to the red but it is almost there..I get scared...Please help Brad
