This is basically a version of "vapor injection" and has been used historically to help keep top ends clean. It does work, but doesn't really cool the charge air. (It's generally hooked up to a vacuum line and pulls vapor into the system under vacuum vice boost) That cooling does require a great deal of water, but the system should be set such that it functions only under high boost. The few Corvair racers who roadrace turbo's use it successfully and find greatly increased power and decreased detonation (a real problem in high boost Corvair turbo engines). I've been toying with adding such a system to my SAAB, but I agree with a previous poster that a more efficient intercooler would be a better first step.
