I have put an air scoop under the front bumper to help with the air flow onto the intercooler but even so I estimate around 1400 cfm at 100 kph. If you put a custom made intercooler behind the grill (in front of the radiator) you will get around 4500 cfm onto the cooler. This is the way to go. Using water alone to cool the inlet charge is not a good idea. Think about how fast the wind screen wash pump, pumps water. A while ago I tried it since I have put the headlight wash sprays onto the intercooler for extra cooling power (not inside it). I think one jet can fill a cup of water in around 15 seconds! At that rate you will be constantly filling up. Water injection was of course used as an option on the 99 turbo and thankfully has not been used in that way since. It is used nowadays on cars like the escort cosworth but in that case the sprays are just before the fuel injectors and are supplied of course by a high pressure pump. A sizeable air-air intercooler is of course also used. Unless you want more power I can see no reason in altering what you already have, any efficiency gains are likely to amount to no more than a couple of BHP. Neil.
