My '95 Aero was afflicted with this same sporadic behavior when purchased recently, as did my '91, only it stopped boosting properly altogether. In both cases the culprit was the APC solenoid, which regulates boost and is located atop the radiator fan. It has one electrical connector and three vacuum lines attached to it. Remove it from the car and spray some WD40 or other penetrant into the solenoid where the vacuum lines attach, then sling out the excess. Re-install it and you may have it fixed. If not, you may need a new unit. To be sure, replace it with a known good unit if you can find one and see if that corrects the problem. My '91's unit failed early on, and the WD40 trick worked up until I sold it. My Aero, however, responded but would fail again about a week after each treatment, so I replaced it. No problems since. If you want a new one, I have one in the sealed factory packaging I'll sell you for $150 (cost me $210). You might try finding a used one from a dealer who'll give you a guarantee, which you should be able to get for about $50-75, I'd guess. English-Swedish or Goldwing will have it. I can vouch for the first as being very reliable. The used one I installed on my Aero is still working fine. Email me if you need phone numbers for either.
