When I was shopping for a car it was a usual thing for me to either let them copy my license or for a sales associate to come with me. If you owned a car dealership, would let a total stranger drive off with one of your cars without knowing how to find him or her when they don't return the car? I understand your concern about the personal info, but I guess there is a real problem with people not returning cars from test drives. They aren't worried about whether you have a driver's license, they are looking for a way to find you when you don't come back.
