I have fixed this on both my SAAB:s. The good news is that it is cheap too fix. It is the seals on the piston in the master cylinder that has absorbed some of the brake/clutch fluid or some grease used too grease the moving parts and swelled and are sticking in the cylinder. Unfortunately it tends too get worse fast when it starts too do that. Why does this happen?. well I have fixed it 4 times total in 10 years. But now it was many years ago. My theory is that SAAB either got shipments of bad quality rubber seals during several years.1986 too about 1995 or so OR that grease used for greasing the moving parts between the pedal and the cylinder oozeed over too the seals. I know. Crappy... Buy the manual and fix it or have your trusted mechanic do it. costs about 10$ material and an hour time. Be SURE too grease all moving parts with a little SPECIAL brake assembly grease that is guaranteed not too affect the seals. I also stretched the return spring before reassembly about an inch too get a little extra force pushing back the piston but I would not want too recommend this since i am not totally sure that it is safe.
