The heater is always on because the axle that runs from the adjusting knob to the valve in the coolingwater system is broken. You can see the valve and the axle if you remove the left hand front speaker grille (look out that the ventilation hose doesn't fall into the dashboard) Turn the knob and look at the vlave to see if the axle is broken. The axle has a white colour and can also be seen. If you can see the broken part, it might be possible to glue it. If not, you have to remove the complete dashboard to fix the problem (tricky). If you don't want to do so, you can change the heater setting by adjusting the valve by hand through the speakeropening. This is a common problem on many 900 Saabs of the old model. I've had the same problem. Also important: When the axle is broken, there can still be some resistance felt when turning the heater knob (as if it were not broken) don't let this fool you!!!
