Most probably the problem is with the ACC unit itself. I can't remember exactly how this wires up, but I believe there's a particular wire that controls fan speed... this might be shorting out and causing the intermittent problem you seem to be describing. Another possibility is that the ACC module itself is dying... usually small and apparently unimportant symptoms display themselves for a while before the part keels over completely. You might need to replace the unit as a whole... or you might just be able to get away with replacing just the logic unit. My first step to fix this would be to pull the ACC unit and check for loose connections... this is most probably your problem.
