Benton, I had a similar problem with my 87 900. One mechanic I went to thought it was probably the relay itself, but wasn't quite sure. He took the relay out and put a wire in its place (horizontally, I believe, but it only works one way). When the wire is in the place of the fuel pump relay, you will hear the fuel pump working. It will never stop. But the car starts and runs wonderfully. It is quite a hassle to have to open and close the hood in our frigid Canadian temperatures each time I wasn't to start and stop. This also increases the possibility for explosion in the case of an accident. Anyhow, I brought my Saab to a Saab repair shop 600 km north of the other one, and he determined that it was simply a corroded fuse! The fuel pump fuse was corroded. By shorting the relay socket, I also missed the fuse, so the car ran fine without either. The corrosion on the fuse somehow wasn't complete, and depending on bumps, humidity and pressure didn't always affect my car. Paid $0.25 for a new fuse, and now my car runs beautifully. The corrosion isn't "rust colour." Just look for any non-shiny fuses.
