On 9000s, the gas tank door is locked via a solenoid that opens or
locks with the main key.  Check to be sure your regular power locks
are working first.  If they aren't, fix them.  If it's just the gas
tank lock, you'll need to pull off the carpeting in the trunk and
investigate from there...
