This is a great aid in combustion efficiency. The engine needs to be warm, and the intake air cold. Cold weather does have its drawbacks though - lubricating compounds (grease), rubber mountings, boots, etc. get stiffer and are harder to move. This slightly increased resistance does slightly draw on the power source - the engine, but it should not affect gas mileage too drastically. If the car is fuel injected, I would be looking at the injectors.
