The only reasons you should have to replace the catalytic converter and/or mufflers is if the converter is blocked or burned out, and/or your converter, muffler or exhaust pipes are leaking. If a catalytic converter goes bad it blocks and the reduced air flow can be checked at the exhaust pipe. If you have leaks, you will hear and/or see them. If your exhaust system is good, I would look at the Automatic Idle Control Valve first the the O2 or Mass Air Flow sensor later. My saabtech friends 87 9000T 5 spd would not pass the emissions test for high HC. He replaced the AIC valve and all was wonderful.
