What position was the light switch in, and was the car on or off? If it was in the middle position, and the car was off, the parking lights (only) should be on. With the fuse in and the car on, the headlights should be on for all three switch positions. If not, then you might have a problem. If you have a fuse, then you are wired for DRL's, but there might be something somewhere else keeping them from working properly.
