Hi, I think that you'll find that there are *three* of these weird bolts, and that at least one of the remaining two need to be tightened (solidly!). Two at the front of the console, one aft of the ignition switch. Once those are done, get back to us to tell us what's still wobbling. I've had enough trouble in that area in my cars myself . . . Some people find that doing this kind of work is done best with the driver's seat removed (remember to unplug the seat heater cable...)
