You have to remember that Saab has to guarantee that the car/wheel combination will work with any tire that fits in all driving conditions without any rubbing or similar type of problems. It could also be related to suspension parts as happened with the 17x7 wheels Saab sold with the sport kit for M99. The cars were delivered with 16" wheels and the 17x7 were delivered later. The explanation I heard was that the 17x7 caused different forces in the suspension and one suspension part didn't survive a 0.5 m (1.5 feet) pothole. After strengthening the suspension part the 17x7 could be delivered. Similar problems may be the reason why some wheels is 9-5 only or 9-3 only.
