In order to have the same performance you get during acceleration from your turbo, a non-turbo engine would have to have more cyclinders and larger displacement and weigh more. Those other engines have more moving parts and friction that reduce gas mileage ALL THE TIME. So the turbo "saves" gasoline during cruising by allowing the car to have a smaller engine. During the short amount of time the turbo is in operation during acceleration, your mileage would probably be similar to a car with a non-turbo engine that was larger. To compare the Saab 4 you should look at other cars with 6 cyclinders.
