"cool" idea to trickle water. Never heard of that. if you choose to do this, make sure it is trickling over the condenser (the "radiator" for the A/C syste, . It is a smaller "radiator" that sits in front of the engine radiator. Also I suspect that would only work in dry climates or very hot climates. I would think that the hong Kong climate is pretty humid and I wonder if the evaporative effects would be as great there as it is in Arizona etc. Also 23degrees is nuttin .. not even 80 F for gods sake. If the A/C cant handle that something is wrong, really wrong. First check to see if the compressor is engaging. You should hear it and feel it (RPMs drop monemtarily) if it does not either the refrigerant has leaked out (low pressure switch will prevent the compressor from starting when the refrigerant is low) or you have an electrical fault somewhere. if it does come on, check if it cycles frequently ... the on/off cycle should 30secs or more depending on the temp. if it is doing the click on/off/on/off deal then the refrigerant is low ... if it comes on and cycles in a reasonable fashion, then the heat exchanger is blocked. It is making cold ari but not transferring it to the passenger compartment. You can check for leaves, dust, mud whatever. Most likely is that you have a slow leak and have lost most or all of the refigerant. You can check the pressures with a refrigeration guage that you can get at the auto parts store. You hook it up to the high side (should read about 220 psi or so) and the low side (around 80 psi is ok if I recall) (both of these from memory but you get the idea). If you have refrigerant in there, the pressure readings will tell you if the compressor is ok or not. and by the way 30 deg is not that bad!
