The problem with the valve is the same for all Saab turbos, its more or less the same valve: Either the membrane in it brakes (often on tuned cars) or there is dirt in it which makes the valve leak. If you dont know for sure its broken already, remove the valve and test it! Just take a deep breath and try to blow through all in/outlets (one at a time of course) on the valve (two big, one small). It should not be possible.
